Major General Douglas O. Dollar Distinguished Public Service Award

Pamela Kaye Kloiber, recipient of the 2025 MG Douglas O. Dollar Distinguished Public Service Award, has dedicated over three decades to supporting community and military personnel at Tinker Air Force Base, Oklahoma. As Executive Director of “Team Tinker Home Away From Home,” the nonprofit program supports first-term Airmen and Sailors year-round. This initiative was established thirteen years ago when she co-founded it in response to deaths among new arrivals at Tinker. Since its creation, among more than 1,700 participants, there have been zero reported suicides. Kloiber recently completed a pilot program with 18 Air Force bases to stand up programs emulating Tinker’s.
Ms. Kloiber is an Oklahoma native born 22 November 1953. Following graduation from Southeast High School, she earned a Bachelor’s degree in Education and Master’s in Special Services from the University of Central Oklahoma. She taught school for 21 years, K-12; owned a boutique for 28 years; and now serves as a devoted Community “Wingman.” Her other leadership activities include: served as President of the Moore Service League; School Board member for Mount Saint Mary Catholic High School where she directed outreach programs for Latino students; and Military Liaison for the South Oklahoma City Chamber of Commerce. The community also benefits by Ms. Kloiber’s skills as a certified therapy dog handler with her dog, Davey, and as a Sign Language interpreter.
Ms. Kloiber’s commitment to Tinker AFB includes roles as past Honorary Commander of the 552d ACW; Comstar Leadership partner; and volunteer with organizations including Operation Home Front; the Officer Spouse Group; Tinker’s Food Pantry; Air Force and Navy League Associations; and helping Kids Understand Deployment Operations (KUDOs). She’s been recognized with the Air Force Angel Award; the Commander’s Public Service Award among three Major Commands; twice honored with the Fisher Distinguished Civilian Humanitarian Award; and Force 50 Foundation as the Outstanding Small Non-Profit organization.
